Appears to be either a substance known as Lyngbya which is filamentous and somewhat slimy and best removed with edge of an old credit card or similar on the glass and net or siphon loose matter and removing rock and scrubbing with a firm toothbrush or automotive detail brush in a separate container of tank water.
After scrubbing, return rock to the tank and increase water flow and reduce white intensity a few day and add snails such as : Ninja star - trochus, chiton and a couple of pitho crabs to maintain control.

Thanks for better lighting. The rock should be scrubbed as mentioned as this may be calothrix, but same cleanup procedure as mentioned
