How to best deal with a dead torch head

I have a torch with two heads. One is dead and the other seems healthy, though retracted in this photo. I don't have a band saw, so what is the beat thing to do here? Would leaving the dead head cause a problem or should I trim it off with bone cutters? The flow is also off in this photo.

That would be really tough to make a safe, clean cut with bone cutters. I think I’d either invest in a Dremel with a cut-off wheel, or just leave it be.
