Based on the pictures I would say it is not cyano. Cyano will generally be red in color and when conditions are right to spread it'll take off quickly.

I'm not quite sure what you have here, but it's interesting. Texturally it looks like a sponge in some places and a macroalgae in others; personally, I'd assume it's a macroalgae of some variety, but I'm not sure.
