Harlequin shrimp aggression

Hi I was just wondering if anyone has had experience with aggression with 2 unpaired harlequin shrimp. I bought 2 unpaired Harlequins from my lfs and I added them to my 90g with 1 cc leg. They are still both wandering around separately, and I didn't think much of it because I thought they would just eventually pair. However, I saw that one shrimp was hogging a cc leg so I gave the other a smaller piece, but the shrimp with the original leg dropped his and chased the other shrimp off of his. Has anyone had something similar happen? Will they always be aggressive towards each other like this or will they eventually work it out?
