This algae (or at least I think it’s algae) looks similar to green hair algae but different color and shape. What can I do to get rid of this algae as manual remover has not worked so far?

You won't get it all out, but get as much as you can. As you remove the algae, your removing nutrients from the tank. Work on getting phosphate down to.03-.1 and nitrates around 25. If you do this and have a clean up crew, at some point they will start to be able to keep up with the algae.
