Green Hair Algae in Refugium with Mangroves, etc.

I setup a new refugium a couple months ago.

New, store bought substrate. Heavily rinsed.

Used Tupperware to protect glass from mangrove roots.

Added power head to increase flow because I noticed chaeto was dying. Chaeto nearly gone now.

Today: green hair algae over growing dragon's breath and mangroves. Live rock has algae as well.

80 degree water
1.026 salinity
420-440 calcium
.13 phosphates
20 nitrates
1300 magnesium
8 alkalinity


What do you guys think?

Some things I'm contemplating:
1. Should I treat with NoPox for a while to lower Phosphates and Nitrates?
2. Should I ditch the tupperware to increase flow in the fuge chamber?
2a. How much of a risk are mangrove roots if I do remove the tupperware?
3. WHY won't the chaeto survive but the others do?
