In general, highest grade is where all three bars touch on both side. Lowest is just wide middle bars but not touching.

Here is pictures
I think it is the same fish. Get picture on both sides. If it is the same on both sides, then it is "graded" as the lowest grade whatever that is.
Not very important. I consider coloration and deformities of the fish rather than the "grade" of the fish.

Agreed that is the lowest grade since none of the white bars blend into each other.

Grading Picassos is actually really easy, as the video illustrates above. It's based purely on the physical appearance of the stripes.

However, if you want to judge the quality, then it gets a little more difficult. As @OrionN mentioned color and deformities will determine the quality--high quality having vibrant, solid coloration and minimal deformities/defects. Common deformities are pinches faces/heads, flared gills, and squared or "bulldog" faces, oftentimes with an underbite.

In order for us to judge those traits, we would need side profile photos of both sides of the clownfish under normal lighting conditions.

Under good care, that fish will color up a lot, however there are some deformities. I think the fins are a little small for the body, underbite and small pelvic fins, under-bite (the most common deformity of CB Percula clowns)
My WC Percular clowns for comparison.
