Is this new growth a head? I’ve had this 2-headed frammer coral since December and I’m not sure if that’s what this is or not. Also, separate question…can coralline grow on the stalk of a coral? If so, will that hurt the coral?

It's really hard to tell but it could be a new head forming.

Has it moved...if not and if it gets bigger then it's a new head lol

Yes coraline can grow on the skeleton of coral but not on the flesh.
