Flame angel has whitish color around gills and mouth, been like this a while and acts completely normal y. What is it?

If he’s not gilling rapidly, then it’s probably lymphocystis. It’s a viral infection that comes and goes, usually appears when the fish is stressed. It only becomes a problem if it impedes his ability to eat. Otherwise ignore it. It’ll go away on its own when he’s more comfortable. Please note the phrase, “if he’s not gilling rapidly.”
