I suspect that has no real cooling capabilities (no refrigerant) other than running a fan across the coils. You'd be better off running a fan across the top of your tank you'd get more cooling than that toy. Most, if not all positive reviews of garbage like this are fake reviews written by the seller. You can easily analyze the reviews for similar tones, improper English and unverified buyers. ONLY look at negative reviews on items like these.

SELLER says it has a heat pipe radiator technology for heating and a fan to cool it down.

thanks for input, ill just stick with a fan until i can afford a real chiller

A fan across the water is VERY effective. Probably as much as a chiller as long as the ambient temperature in the room is lower than the tank temperature you want. IOW a fan will not reduce the temperature lower than the room but it will remove much of the heat added by the pumps and other equipment.
