My fish caught ich and im thinking of treating it with a freshwater dip, will it work? After that can I start my FOWLR from scratch? Everything will be dipped and cleaned/rinsed/scrubbed in tap water, crushed coral/dry rock will be under tap water for a few days in 125 gallons (does tap water kill marine ich and eggs if left there for 2 days?)

No. Freshwater dips may alleviate some symptoms, but it will not help you to eradicate the disease. The only proven methods for eradication are copper dosing or hyposalinity. You'll also have to let your display go fallow for a minimum of 45 days; most reefers extend their fallow period to 72 (76) days.
