My cousin sent me a picture of his clownfish. It has this blue/purple discoloring on it. Seen in the picture. I measured his salinity at 1.023. No idea what this is. Please help. Thanks!

Need a clearer picture although can see the bruising which may have emerged from a lesion or but can also be stinging from a mushroom coral or anemone.
Raise salinity to 1.024.
Is fish eating and breathing normal?

He has no corals/anemones. From what I see and what I'm told, doesn't eat and it started to just lay there on the sand. He only has one other clownfish.

I agree, I’m afraid that fish seems moribund, actively dying. There is an issue where clownfish shows type of bruising, but that doesn’t look purple like this does.

My cousin said his fish were fine yesterday. No issues, eating, swimming around. This started this morning and now it's breathing hard in the sand.
That is really fast for a bacterial infection, but not sure what else it could be.
