Course Substrate on Top of Sand? Why or Why Not???

I have been trying to provide greater flow across my sand however, the sand keeps getting dusted up. So I was thinking maybe I could place something more course on top to keep it in place. Thoughts?

I think it will stratify over time and the sand will rise.
