Clownfish bobbing up and down when swimming.

Hello I recently got 2 clownfish and 1 is constantly bobbing when he swims. Like his head is too heavy. The other doesn't do this. Both eat like crazy and seem healthy is this normal.

I don't see anything acutely wrong with this clown - but where is the other one? If they are not swimming together, they may not be paired up (yet) and you need to watch for fighting.

They don't really interact much at all. I was told they would pair up by my lfs but my black and white clown is always in the tube and the orange is always outside it. Is there a chance they won't pair? They don't seem aggressive towards each other.
