Clown fish sick!!

I have had this clown fish for a week now he sorry over time just started breathing fast and laying at the bottom of the sand. When he decides to swim he swims normally then looks for another spot in the sand to lay and start breathing fast . Be doing consistent test and water parameters are all in line does anyone have a idea?

The clown is breathing very fast and laying on the bottom, that is what we call "moribund" or close to death. There is rarely anything you can do for a fish once it reaches that point. The cause could be: water conditions, bacterial gill disease, flukes or protozoan gill disease. Your ammonia level is low, so I think you can rule that out.

Are there other fish or other animals in the tank? How are they doing?

And unfortunately I use API
Youre likely getting false readings and salt is a bit low and assuming your number is accurate. You want 1.024 and with your kit, ammonia may be higher than you are seeing. On this clown, I agree with jay- Hope for the best but expect the worse outcome
