Cloudy tank water

So I have had this tank running for weeks with nothing in it and the water is always cloudy. I have been running filter socks the whole time. The picture of the tank has sand in it but I just put it in yesterday but the water is the same. I have my own rodi system and been using the same water in my other tank with no issue also the freshwater reservoir next to tank has the same water and is clear.

New tank bacteria bloom probably. If you have live stock make sure to provide extra aeration. If it gets worse a UV will clear it up.

It was cloudy before you put the sand in? Almost definitely bacterial bloom as @Jekyl said. If it happened after you put your sand it, sometimes even if you rinse your sand well, things can be cloudy until the dust clears.

I know it's frustrating, but be patient! Try scraping down the glass - that can help tell if it's bacterial!

Have you ran a parameter test to see where the system is sitting on the nitrogen cycle???? Test results will provide more info & help others in pin pointing the issue & provide a solution but off bat, tank can be jumping from ammonia into nitrite just based on visuals of the early stages in the cycle that a parameter test can confirm.
