I got the foxface 4 weeks ago, the fish ad a small scratch on one eye, 1 week after, the eyes got cloudy.
it all fixed itself except the scratch after a few day but eventually returned nov 10

Place fish in quarantine and treat with Maracyn AKA Maracyn one which is ethromyacin for at least 5 days
Add aeration with air stone during treatment

Just checking the timeline here - the fish had one eye with a scratch, it got better and now both eyes are cloudy? If both eyes are cloudy, you should consider it could be Neobenedenia flukes. If just the scratched eye is cloudy and the other is fine, then a bacterial infection is more likely.

Only one eye is cloudy
i can’t get antibiotics because I’m in canada
O.K., thanks for clearing that up, I saw the word "eyes" in your post.

Without antibiotics, the only treatment for you to follow is supportive therapy - good food, pristine water quality and no aggressive tankmates. Many fish are able to fight off bacterial infection on their own, and because fish eyes are clear, they look a lot worse than they actually are.

Could it be related to copper that I’m treating for ich?

No - copper doesn't cause that. Ich however can cause cloudy eyes (but again, usually both eyes, not just one).

Ok i was t about epsom salt,
my parameters are perfect. nitrate and phosphate at zero( fowlr tank )

Skip the Epsom salts. That is a tonic for freshwater fish, it doesn't work in marine aquariums as magnesium sulfate is the fourth most common salt in the mixes, so adding a bit more doesn't help the fish, but it can skew your magnesium levels for invertebrates.
