Clear Film over LR and small Cyano Bloom

Hello to all and Happy Holidays!

Currently having an issue with a clear film over most of the LR (can't tell if it's bacterial or an algae) and a small Cyano bloom. Tested water and got some conflicting results. What should I do?

11 month old 30 Gallon DT Drilled
10 Gallon Baffled Sump W/ skimmer, filter sock, bio rings, carbon bags, LR

Livestock consists of
2 Young Percula Clowns
1 Mandarin Goby
2 Algae Blennys
Golfball size GSP
Baseball size Xenia
Medium sized LTA
2 Emerald Crabs
2 or 3 Nessarius Snails
5 Trochus Snails
Had 2 Turbos but both died last month

Calcium - 380
KH - 7
Phos - 0
Ammonia - 0
PH - 7.8
Temp - 79
Nitrate - Strip tested 25+/- and tube tested 80+.....????

The nitrate is super high, you should do some water changes to bring it down. I don't like to let it get higher than 40.

The API phosphate test is useless, get yourself another test kit. For example, phosphate should be between .03 and .1 The API test kit goes from 0 to .25, so you can't measure the phosphate level accurately with API. Toss it out. Test strips are not accurate and shouldn't be used.

Do you have any powerheads in the tank? Good flow?

Full tank pic always help a lot.

Here are some full tank pics
Using 2 Magnetic WaveMakers for flow up to 1600 gph sitting at 60% power consistent through day.
Positioned on opposite sides, one in front of rock work and one behind.
Plus however much flow the return gives.

Update:
- Did a risky large Water Change
- shut everything off and seeded with Fritz Enzyme live bacteria in both sump and DT and some ceramic bio rings from a friend's 10 year old stable tank
- Added some Chaeto to the first chamber of my sump

3 days later Cyano growth in DT seems to have halted and Nitrates are staying under 20ppm... Fingers crossed
