Please help? He eating pellets but I don’t know why his dorsal fin rotten away?

What other fish do you have in with it?
It looks like aggression and has gotten down to the flesh and is at the point of further deterioration. To prevent negative bacterial rot, treatment in a quarantine setting will be needed very soon treating with Seachem Kanaplex for 5-7 days. Assure good water quality monitoring ammonia with a reliable test kit and increase aeration with use of air stone

Agreed this could have begun from some type of injury, but now looks infected.

Is it eating well or just picking?

Kanaplex or other broad spectrum antibiotic in a treatment tank would be the best treatment.

He just picking on pellets but he will eats
Try other foods as well - mysids, mussels on the half shell, bloodworms, etc. Starvation is a big issue with this species.

I do not have seachem kanaplex at this moment, can i used ciprofloxacin or paraguard? He nips on pellets just fine.
Not Paraguard, that is for protozoans.
Cipro isn’t my first choice - do you have a dose for that? I won’t have access to my formularies until tomorrow.

Paraguard very ineffective and Cipro out of the question
Maracyn 2 would be alternative or ruby rally pro which takes longer
