That looks like anthelia. I've heard from a few people when you try to get rid of it, it smells horrible, so be prepared for that if you're trying to get rid of it.

For clarification here, is this coral encrusting on substrate in the tank or growing a skeleton of its own above the substrate to get that colony shape?

Soft corals aren't a strong point of mine yet, but in that case, I would assume it's a gorgonian, possibly a Eunicea species knobby sea rod of some kind (but I definitely don't know for sure). Either way, I don't think Anthelia or most common softies in the hobby have skeleton like that.It creates its own Skeleton.
