Bright green "dust". Algae or bacteria?

Newish tank. Was going through a brown algae/diatom bloom but my cuc and manual removal is helping with that. Now I'm getting this bright green growth on the rocks and sand. Is it another type of algae or cyano? My cuc doesn't seem to touch it. Should I scrape it off or just leave it be?
