Bacteria bloom or some kind of clear algae??

I have never noticed this before. I had my display light pushed back and just so happened that with the different angle I was able to see this.
I have no known nuisance algae growing, never have. Tank parameters stay consistent with:
NO3 - 15ppm
PO4 - 0.1
PH - 8.3
Sal - 1.025
I'm attaching a video, what I'm seeing is what resembles something like a clear hair algae...very confused....maybe a bacteria bloom???
Appreciate any ideas!!
