Tang grow fast, it will not be 1" very long.
Yes. I have had several blue tangs over the years and when young they do fine in a 45 gallon tank.
When it grows you may eventually want that larger tank.
Dory will be asking for it down the road.

My buddy bought a foxface from petco the other day for his biocube. Its maybe 2-2.5" long.Yes, just don’t tell anyone about it.
A biota yellow or tomini would be nice for a while.

Come in India, people keep big tangs like selfin tang in 20 gallon so yes u can keep
Seriously u can keep it but u will need a big tank after 3-4 months if your tank is not overcrowded.

I did this before I moved mine to a 150 gallon tank. Before I did the tang became pretty aggressive towards every other fish in the smaller tank, pretty stressful on the other fish
