Are these diatoms or is this the beginning of algae? Can someone confirm this?

Looks like it is probably diatoms. If it is, within few days to a week you should see more, including on the sandbed. The tank looks fairly new and it's almost a guarantee that diatoms will show up in new tanks at some point.
