Any type of glue or epoxy that doesn't dry underwater instantly?

I want to put some zoas on hard to place spots on my rockwork. As in there is no way I can get the plug to stay in the spot, so I have to either glue the Zoa directly, or glue the plugs on main pieces of rock. Is there a type of glue I can do this without having to remove the main pieces of rock?

It would be nice to be able to just stick a zoa to a rock! Not sure if is that easy haha.
