Yellow coris wrasse- yellow and super active
Flame angel- flashy, active, coral risk
Flasher wrasse- mccoskers, carpenter, ect
I disagree with the Paracheilinus recommendation. These guys want 4’x2’ tanks to truly spread out and not risk injuring themselves.

A small Cirrhilabrus species may be alright however even some of the small guys get rather large.

a flashy/bright active fish
A fairy wrasse in the pintail complex will be about as flashy as you can get for a 3 foot tank.
