I have a 280 Gallon with 2 Gyre XF350s
I have one place high towards the top of the tank on the right
The left side i have lower portion of the tank.

What would be the best placement? Fish only, however i do have some GSP growing for a natural look.

My problem is i am getting a lot of algae on the sandbed. Tank is just 7months old. However i only have the Blues at like 25% .. Whites,Reds and Greens are off..
Lights are 16inches off the top of the tank - Cant go higher without some bigger modifications.

Nitrates are low, Phosphates are a little high, they were .5 did a 60 gallon water change and they came down to .3

I was thinking my algae issues are the phosphates and maybe a lack of flow across the bed?

Im going to run RowaPhos and try to reduce the Phosphates to .1ish

Any Suggestion would be appreciated.

I like the two gyres alternating across the top of the tank - it should be quite good at circulating. I would siphon the algae - and monitor your parameters (as you suggested) Algae grows in high flow areas.
