I have two clowns and a watchmengoby/ pistol shrimp pair. Also a black Benny. Whenever the goby tries to venture out of the cave round the tank the Belmont will chase and try biting the poor guy. Should I bring the blend back to the store?

You may have to, yes (not of real estate in a 13.5 gallon).

Royal grammas love hiding in caves and/or spending most of their time deep in the rocks (nature's spelunkers). It's not uncommon to not see them for days or even weeks a time.
