Ok, so after neglecting my tank for over 6 months maybe a year I have finally taken back control. I have done two, 25% water changes and removed over and inch (maybe two) thick of hair algae growth over my live rock and added a sea hair to vaccum the bits Icouldn't remove (whom, while very active does not appear to be eating much of it). I did not test values prior to the tank cleaning. I have been dosing 25 mL of BRS two part daily. Should I do another water change? Or are other any other ways of bringing it down or just ignore it? I used zeozym before I did the water changes, would this be a good idea to use it again? As directions say to use it every few days. My clam dosen't seem to care in any of these changes and is doing ok, however my blue ridge coral has finally decided to open up for the first time in many months. The lab values as follows separated by test kit:

pH: 7.98
Salinity: 34.40
Temp: 78.2
Nyos
Phosphate: between 0.3-0.5 PPM (the coloring is between these values)
Red Sea:
Nitrate: 0 ( not sure if this is accurate as the kit is expired but it reacted and fizzed just the same but with no color change)
