    Surface Biofilm problems

When I turned flow oftoday to feed acans, I noticed a slick film on the surface and a few bubbles caught under it. It’s a bit harder to notice with the flow on. I have both return bills and wavemaker pointed at surface for agitation and a Nero 3 on the way. Is this normal ?
