The Ultra low p and alk have been. The rest red sea or salifert is a toss up imo. The Hannah's aren't necessary I just like the digital because alk is a pain running a liquid test on imo. Phosphate is the boogeyman so I like to have a digital #.

I agree with everyone about cutting back on dosing. Small water change, cut back on dosing, and let it drift back down to your preferred # . GL
Go slow, I’d suggest leaving it be. You run the risk of a cyano or worse, a Dino outbreak if you strip the phosphates to chase a low #. And that will be a much more painful problem to solve!

Really broad question with too many factors. I dont think theres a specific number you could say "this is a budget build bc its under <blank ammount> and this isnt because it's over. " I'd say anything you could do for under cost of buying everything brand new could be considered a budget...
